The Town of Windsor Housing Authority was created in 1968 and consists of five commisioners in an effort to facilitateMore elderly and disabled housing as well as a Section-8 rental assistance program in Windsor. One hundred twelve units are run by the Authority under the elderly and disabled program. The Section-8 program subsidizes rent payments for tenants throughout Windsor on an-need basis. The commisioners meet on the last Monday of each month.

Services provided include energy assistance, a food bank, turkey program, and helphing elderly with health insurance information. Services such as support groups are also provided for those in abusive situations, and for those with diabetes. The office also organizes the hand-construction and donation of winter hats and gloves on an annual basis. There is also care-giver support and "Project Santa," a gift-giving program to children in need. The Social Services office also provides many volunteer opportunities.
