State Legislature To Windsor BoE - No More Robo Calls!

As you are aware I sent an open letter to the Windsor Board of Education informing them I would file a complaint with appropriate authorities if the 3 planned outreach attempts were made for the May 14 referendum.  See link below: “The BoE is influencing an election by using repeated 'robo calls', Is it improper?”  The calls were made as planned, so I filed a complaint with the State Elections Enforcement Commission about the multiple robocalls and emails made to a subset of voters to "get out the vote (GOTV)".  See link below: “The State Election Enforcement Commission can decide on the BoE robocalls.”  For the June 4 referendum the BoE made a single acceptable robocall and email.
  
After I posted the articles and filed the complaint I got calls from multiple community representatives indicating they also had the same concerns or complaints. State Senator McLachlan heard about my complaint to the SEEC and received additional community complaints.  The fact is current law [Sec. 501. Section 9-369b of the general statutes:] has not kept up with the rapidly evolving electronic means of communication.   That is now changed. The law received support from Democrats, Democratic leadership and Republicans as it is an issue in many communities around the State.  
  
Effective July 1, 2013 these types of calls will no longer be legal.  The use of any electronic means may be used if residents opt into a program for community news.
