Question - What is the Process to Split the Town & BoE Budgets

Asked earlier was why can't we have a 2 question option on the next voting & the answer was that it's against current rules right now to split the voting lines for BoE & Town Budgets.

What IS the Actual Process to Make that Ability to have the Split Voting on the Town Services Budget & the BoE budget?

Can the actual steps that are required to make that split be written out so that the taxpaying public can be educated as to the steps that are required to have a choice on voting on each of the budgets on it's own like other towns across the country do

I think that having 2 separate budgets will make it much easier for the public to give directions to both boards what is acceptable & what is NOT
