Town Council to Kick Off Budget Season

Budget guidelines and parameters for its construction in fiscal year 2013-14 will be discussed and voted on Monday night.

When the town council meets Monday night, it will discuss and vote on budget guidelines and perameters, presented by members of the finance committee, to be used in the creation of the town's fiscal year 2013-24 budget.

According to town documents, a number of presumptions will be used in the creation of next year's budget, including:

  • Revenues
    • minimal net grand list growth outside of revenue from the expiration of ING's fixed-income agreement;
    • forecasting a decrease in state aid for education and school transportion;
    • flat revenues related to building permit fees (which were down in fiscal year 2012-13 from 2011-12);
    • and a "slight increase" in land recording and conveyance fees

  • Expenditures
    • a 8 percent increase in health insurance costs;
    • a 3.5 percent increase in insurance contributions made by the town;
    • a 2 percent increase in electricity and natural gas costs;
    • a 15 percent increase in gasoline and diesel costs;
    • a 3 percent increase in spending related to Metropolitan District Commission's sewer assessment;
    • and a 10 percent increase in property, liability and worker's compensation

Town documents say the finance committee suggests the council emphasize "the maintenance of current levels of service delivery.

The council will meet at 7:30 p.m. Monday night in town hall council chambers.
