Council Sets Special Meeting for Purchase of Group Home

The town looks to aid the Windsor Independent Living Association in the purchase of 15 Parkwood Drive.

The Windsor town council recently approved the purchase of and set a special town meeting regarding a state-owned group home in town.

The property, located at 15 Parkwood Drive, after having been labeled a "surplus property" by the state, has been identified as a property of interest by the Windsor Independent Living Association (WILA), which provides assisted-living housing for elderly and disabled residents.

According to town documents, WILA sees the property as a perfect fit for its mission considering renovations the state completed on the home, including the widening of doorways.

WILA needs the towns help to ensure a fair market price.

Town documents say a bill passed in the last legislative session would allow the town to acquire the property at a fair market value. WILA then intends to recompensate the town for the purchase of the home, which is expected to be conveyed for $162,500.

WILA has already secured funding, including long-term operational costs, for the purchase of the home, which was built in 1962 and has three bedrooms and 4 1/2 baths.

While the town council already held a public hearing and voted to approve the purchase of the property, a special meeting must still be held for residents to approve it.

That special meeting will be held on Mon., Nov. 19 at 7 p.m.

The planning and zoning commission also approved WILA's proposed use of the property.
