3.2% Tax Hike Proposed for Windsor

Town Manager Peter Souza's budget proposal for fiscal year 2014 expands total operating costs to more than $102 million.

Town Manager Peter Souza is scheduled to present his budget proposal for the next fiscal year to town council members Monday night at town hall. Documents released by the town reveal Souza intends to propose a 3.18 percent tax increase for residents.

The town’s 2014 budget in brief, a document made available to residents in an effort to highlight main points of the financial plan, describes the proposal as one that “preserves (Windsor’s) services and allows us to make some progress on our open space preservation, asset management, technology enhancement, infrastructure replacement goals and facilitating citizen engagement.”

Town documents identify a number of local initiatives contributing to the proposed tax increase, including:

  • a loss of non-tax revenues

  • an increase of senior tax relief

  • an increase of funding for town construction projects and open space preservation

  • an increase in local government operation expenditures

  • an increase in the board of education expenditures

  • Town documents attribute 1.36 percent of the 3.18 proposed increase to the board of education’s funding request.

    The entire proposed budget amounts to just over $102 million, a $3.2 million increase over budgeted funds in the current fiscal year. The increase represents a 3.24 percent change.

    The annual referendum has been tentatively scheduled for May 14.
