The following arrest reports as provided by the Windsor Police Department are accurate as of Feb. 18, 2011. Items on this list reflect charges filed, not convictions. It is not the policy of Windsor Patch to omit any arrests from this log.

September 20

Neil Carmiggelt, 34, of 35 Fairchild Street in Naugatuck, was charged with operating a motor vehicle with a suspended or refused license or registration, operating or towing an unregistered motor vehicle, failure to meet state automobile insurance coverage minimum, and speeding; 2:54 p.m.

Torell Crump, 36, of 122 Lovell Avenue in Windsor was charged with speeding and operating a motor vehicle with a suspended or refused license or registration; 3:26 p.m.

Glenroy Gooden, 23, of 832 Windsor Avenue was charged with operating a motor vehicle with a suspended or refused license or registration, possession of less than one-half ounce of marijuana, and possession of drug paraphernalia; 10:12 a.m.

Ernest Holms, 41, of 346 Cottage Grove Road in Bloomfield was charged with speeding; 4:38 p.m.

Frederick Jelks, 57, of 322 Hudson Street in Hartford was charged with failure to obey a traffic signal, failure to carry certificate of registration or insurance, failure to secure a child under the age of four with the proper safety belt, and failure to carry a physician note; 4:10 p.m.

Kirby Irving, 53, of 156 High Path Road in Windsor was charged with operating or towing an unregistered motor vehicle; 4:30 p.m.

Patrick Moreno, 50, of 119 Tunxis Street in Windsor was charged with violating an unspecified town ordinance; 9:33 a.m.

Raymond Rigby, 31, of 20 Brentwood Lane in Windsor was charged with violating federal motor safety, and operating or towing an unregistered motor vehicle; 3:25 p.m.

Maceo Robledo, 23, of 40 Maythorpe Drive in Windsor was charged with improper hand signalling for turns; 4:42 p.m.

Birna Simeon, 32, of 72 Tiffany Drive in Windsor was charged with the use of a hand-held mobile phone while driving, and failure to wear a safety belt; 4:50 p.m.

September 21

Yoel Alvarado, 36, of 180 Roosevelt Street in Hartford was charged with speeding; 3:07 p.m.

Loretta Bennett, 51, of 84 Midian Avenue in Windsor was charged with operating or towing an unregistered motor vehicle; 2:18 p.m.

Michael Bilodeau, 29, of 17 Maude Circle in Windsor was charged with violating exhaust or emission standards, and failure to carry a certificate of registration; 2:42 p.m.

Winston Davidson, 21, of 48 Pennross Drive in Windsor was charged with failure to signal properly during a turn, operating or towing an unregistered motor vehicle and violating exhaust or emission standards; 3:36 p.m.

Krystyna Fredrickson, 19, of 48 Prospect Hill Road in Cromwell was charged with traveling unreasonably fast for conditions; 2:30 p.m.

Phillip Grant, 25, of 32 Becker Circle in Windsor was charged with operating or towing an unregistered motor vehicle; 4:41 p.m.

Kyle Grasso, 26, of 209 Mountain Road in East Hartland was charged with failure to wear a safety belt in the front seat of a motor vehicle; 4:15 p.m.

Michelle Hall, of 98 West Forlid Street in Hartford was charged with traveling unreasonably fast for conditions; 3:58 p.m.

Michael Henry, 46, of 2502 Riverside Parkway in Grand Prairie was charged with faolure to wear a safety belt in the front seat of a motor vehicle; 2:05 p.m.

Nicole Irlbeck, 33, of 217 Conestoga Street in Windsor was charged with the use of a hand-held mobile phone while operating a motor vehicle; 4:04 p.m.

Kristina Kloter, 35, of 11 Amy Drive in East Hartford was charged with the use of a hand-held mobile phone while operating a motor vehicle; 4:33 p.m.

Ernest McHenry, 47, of 55 Ely Circle in Windsor was charged with failure to have current rabies vaccination for dog, and owning an unlicensed dog; 4:20 p.m.

Peter Metell, 33, of 701 Main Street in Manchester was charged with traveling unreasonably fast for conditions; 1:54 p.m.

Kennedy Osayande, 41 of 165 Westland Street in Hartford was charged with improper passing; 1:38 p.m.

John Pragosa, 44, of 106 Ashworth Avenue in Hampton was charged with improper passing; 1:33 p.m.

Ricardo Ramgeet, 37, of 105 Lelee in Enfield was charged with improper hand signaling for turns, and failure to drive at a reasonable distance; 2 p.m.

Joan Robles, 26, of 332 Park Avenue in East Hartford was charged with operating a motor vehicle without a license; 2:38 p.m.

David Rodriquez, 22, of 88 Main Street in Broad Brook was charged with third-degree larceny; 1:12 p.m.

Kumar Sanal, 31, of 39 Buckland Street in Manchester was charged with use of a hand-held mobile phone while operating a motor vehicle; 3:49 p.m.

Mackenzie Schmidt, 18, of 16 Brimwood Drive in Vernon was charged with use of a hand-held mobile phone while operating a motor vehicle; 2:34 p.m.

Tiffany Teat, 21, of 1327 Burnside Avenue in East Hartford was charged with use of a hand-held mobile phone while operating a motor vehicle; 4:38 p.m.

September 22

Elder Brown, 46, of 245 Willowcrest Drive in Windsor was charged with failure to secure a child under the age of 4 with the proper safety belt; 2:06 p.m.

Rocky Dallaire, 31, of 893 Worthy Street in Windsor was charged with failure to have current rabies vaccination for a dog, and owning an unlicensed dog; 11:38 a.m.

Kimberly Feliciano, 45, of 1221 Windsor Avenue in Windsor was charged with traveling unreasonably fast; 2:15 p.m.

Corey Green, 22, of 2641 Main Street in Hartford was charged with operating or towing an unregistered motor vehicle; 4:08 p.m.

Kelly Maldwyn, 57, of 41 Glenwood Drive in Windsor was charged with failure to signal properly during a turn; 4:16 p.m.

Jonathan Kronick, 31, of 158 Brewster Road in Windsor was charged with violating exhaust or emissions standards; 3:28 p.m.

Luis Mulero, 18, of 34 King Street in East Hartford was charged with operating a motor vehicle with a suspended or refused license or registration; operating or towing an unregistered motor vehicle; improper use of a motor vehicle marker, license or registration; and insurance coverage that fails to meet minimum state requirements; 5:31 p.m.

Carol O'Brien, 57, of 38 Lovell Avenue in Windsor was charged with traveling unreasonably fast; 2:47 p.m.

Betty Perez, 40, of 37 Remington Road in Windsor was charged with operating or towing an unregistered motor vehicle; 1:56 p.m.

Silvy Fangman, 35, of 4 Bright Street in Enfield was charged with failure to wear a safety belt in the front seat of motor vehicle; 1:55 p.m.

Jermaine Jones, 36, of 64 Bina Avenue in Windsor was charged with disorderly conduct, non-fighting; and threatening; 9:29 p.m.

Krystal Resto, 23, of 206 Brewster Road in Windsor was charged with obstructing motor-vehicle window view, and operating a motor vehicle without a license; 2:51 p.m.

Kira Rivera-Velazquez, 24, of 2 Park Place in Hartford was charged with stop sign violation; 2:05 p.m.

September 27

Brahim Amekzaz, 42, of 736 Ellis Street in New Britain was charged with stop sign violation, and failure to secure a child under the age of 4 with the proper safety belt; 2:53 p.m.

Joshua Bedore, 31, of 9 Ashford Motel Road in Ashford was charged with operating or towing an unregistered motor vehicle; 3:02 p.m.

Edgar Del Valle, 32, of 512 Chicopee Street in Chicopee was charged with violation of traffic commission; 2:48 p.m.

Andre Fair, 34, of 35 Tamarack Drive in Windsor was charged with operating a motor vehicle with a suspended or refused license or registration, and failure to meet  minimum state insurance requirements; 10:25 a.m.

Savas Karagiannis, 53, of 28 Oxford Drive in South Windsor was charged with failure to wear a safety belt in the front seat of a motor vehicle; 4:35 p.m.

Eric Kubic, 27, of 72 Meadow Street in Westfield was charged with use of a hand-held mobile phone while operating a motor vehicle; 2:43 p.m.

Vivian Lee, 44, of 39 Love Lane in Hartford was charged with operating or towing an unregistered motor vehicle, operating a motor vehicle with a suspended or refused license or registration, failure to meet minimum state insurance requirements, and improper use of a marker; 11:31 a.m.

Kristah West, 24, of 40 Overlook Drive in Windsor was charged with breach of peace, third-degree assault, and third-degree criminal mischief; 12:48 p.m.

Ariel Williams, 29, of 66 Spencer Street in Manchester was charged with failure to obey a traffic signal; 4:58 p.m.

Thomas Wise, 26, of 8 Cobblestone Way in Windsor was charged with traveling unreasonably fast; 4:08 p.m.

September 28

Stanley Alexander, 54, of 41 Seymour Street in Windsor was charged with disorderly conduct and threatening; 11:52 p.m.

Shardinnay Canino, 20, of 291 Oakwood Avenue in West Hartford was charged with causing injury, risk of injury, or impairing the morals of children, and third-degree assault; 7:42 a.m.

Michael Hourihan, 29, of 67 Darwin Drive in West Springfield was charged with failure to wear a safety belt in the front seat of a motor vehicle; 2:52 p.m.

Joshua Leon, 18, of 216 High Path Road in Windsor was charged with sixth-degree larceny; 7:55 a.m.

Robert Lewis, 52, of 5 Ronald Drive in Cromwell was charged with failure to wear a safety belt in the front seat of a motor vehicle; 4:08 p.m.

Audrey Powell, 38, of 46 Ellsworth Street in East Hartford was charged with failure to wear a safety belt in the front seat of a motor vehicle; 3:44 p.m.

Maxwell Rowe, 30, of 7 Ashwell Road in Rocky Hill was charged with failure to wear a safety belt in the front seat of a motor vehicle; 4:04 p.m.

Elizabeth Toth, 30, of 131 Old Country Road in Windsor was charged with failure to wear a safety belt in the front seat of a motor vehicle, failure to renew motor vehicle registration, and violation of exhaust or emissions standards; 3:03 p.m.

A lot could have happened in the 20 years since then...I think it did. Most of the children that attended schools in Windsor now have friends of all races and are comfortable with all. And I have actually seen, white young men ask black young men to be their best man and black young men ask white young men to be their best man. Isn't that part of the point of diversity in schools? Maybe the achievement gap is due to not understanding and taking responsibility for your own achievement and future life.

The rest of the TP&Z didn't even blink to the concerns you raised, just rubber stamped it through - disgusting. I say a parking garage needs to be raised in downtown, that's the only parking answer, beyond that it's just another example of poor planning. 500 people from the theater, parking for numerous others visiting the other area establishments, grocery store parking, town hall parking, special event parking, train station parking, CVS parking, and then the heard of people visiting after throwing horseshoes in the $90k horseshoe pits...where are they going to fit? Sound like 10 pounds of "stuff" trying to fit in a 5 pound bag.

Here are the facts: No, the people who built the horseshoe pits were not told the land would beRead More sold eventually. No, your backyard can not be made into a public park. The cost could have been far less than $90,000, however, times have changed and the town does not allow private individuals to construct the improvements. The group involved with the horseshoe pit put forth numerous alternatives to help defray the costs, and had an estimate roughly half the cost. The town put the project out to bid, and went with the low bidder. Once the sale of the land is finalized, the money made from the sale will have paid for the relocation of the horseshoe pits and it won't have cost the taxpayers any money. Mr. and Mrs. Cicero commonly make the (correct) argument that projects should go out to bid, and the most competitive bid should be selected. That's exactly what we did. Aside from the fact that one has nothing to do with the other, I have been very vocal about the need to find space for the robotics team. I have spent many volunteers hours with members of that team, and I have a great respect for that program and the students involved. I have asked the town manager, both publicly and privately, to do what he can to assist the superintendent in finding a home for Team Paragon. However, it really is a Board of Education issue. By the way, it was the town that stepped up and helped Team Paragon to find affordable, suitable, temporary space on town property until development begins on Mechanic Street.

My point is if tax payer money is spent responsibly for items truly needed by the town then we see less increases in tax over time (percentage) correct? This should be mandatory reading for not only all members of the BoE, but also every member of our schools' staffs. Perhaps, too, Marion James should read this...he might be able to complete his (spurious) study now, and allow reallocation of the funds currently allocated to a meaningful use.

Regardless of race, religion or other defining characteristics, a child's approach to learningRead More begins at home. Parents need to step back and instill a willingness to learn in their children. We made sure to read every evening tour children such that by the time they started kindergarten, they all could read fluently.
