September 9

Teresa Balkus-Bouthet, 49, of 14 Parkwood Drive in Windsor was charged with the use of a handheld mobile phone while driving; 2:40 p.m.

Alex Capo, 38, of 222 Matianuck Avenue in Windsor was charged with failure to obey a traffic signal; 2:27 p.m.

Eric Keith, 42, of 149 Zion Street in Hartford was charged with second-degree failure to appear; 12:40 a.m.

Marianne Pauze, 57, of 153 Brewster Road in Windsor was charged with disorderly conduct; 9:54 p.m.

John Rocchetti, 24, of 123 Main Street in Manchester was charged with operating or towing an unregistered motor vehicle, and violating emissions standards; 2:56 p.m.

Roland Taylor, 29, of 120 Adams Street in Hartford was charged with second-degree failure to appear, operating a motor vehicle with a suspended or refused license or registration, and having an improper number of headlights; 12:13 a.m.

September 10

Kwam Heath, 20, of 106 Cleveland Avenue in Hartford was charged with tinting windows without a sticker; possession of drug paraphernalia; carrying a pistol or firearm without a permit; illegal possession of a weapon in a motor vehicle; and stealing a firearm; 12:07 a.m.

September 12

Gabriel Kruse, 41, of 5688 Canyon Trail in Elizabeth was charged with conspiracy to commit larceny, and sixth-degree larceny; 3:16 p.m.

Jennifer Rosa, 18, of 57 Lawrence Street in East Hartford was charged with disorderly conduct, and third-degree assault; 12:57 p.m.

Madeline Wilson, 52, of 103 Spring Street in Windsor Locks was charged with motor vehicle insurance that fails to meet minimum requirements; 4:39 p.m.
