November 27

Rondell Randolph, 32, of 29 Windsor Avenue in Windsor, was charged with possession with the intent to sell heroin, possession with the intent to sell crack cocaine and possession of a controlled substance.

Alexander Martinez, 40, of 23 Devin Way in Windsor, was charged with issuing a bad check, fourth-degree larceny and failure to pay or plead.

Rafael Quiroz, 22, of 55 Ely Circle in Windsor, was charged with negligent homicide with a motor vehicle, evading responsibility in an accident causing serious physical injury, operating an unregistered motor vehicle, failing to meet minimum state insurance requirements, operating a motor vehicle with a suspended or refused license or registration, improper use of a marker, and speeding.

December 3

Robert Causey, 62, of 43 Hickory Drive in Windsor, was charged with criminal possession of a firearm, carrying a pistol or revolver without a permit, carrying a firearm while under the influence of alcohol, breach of peace, threatening, first-degree reckless endangerment, and interfering with an officer.
