Ryan Carpe, 20, of 40 Love Lane in Manchester was charged with public disturbance, non-threatening; criminal mischief in the third degree; first-degree reckless endangerment; evading; and operation of a motor vehicle with suspended or refused license or registration, 2:37 p.m.
Preyesh Patel, 20, of 678 Windsor Avenue in Windsor was charged with having an improper muffler, and operating a motor vehicle with a suspended or refused license or registration, 4:46 p.m.
Christopher Wright, 24, of 161 Becker Circle in Windsor was charged with operating or towing an unregistered motor vehicle, 9:00 a.m.
