Arrest Made in Death of Windsor Teen

Windsor police made an arrest in the death of 17-year-old Christopher Torres, who was left at the scene of a car crash on September 7, 2012.

The driver in a single-car September crash that claimed the life of Windsor teen Christopher Torres was arrested and charged with negligent homicide Friday, Windsor police say.

Police have identified the alleged driver as 22-year-old Rafael Quiroz of 55 Ely Circle.

According to police, an "extensive investigation" revealed Quiroz allegedly was behind the wheel of a vehicle along with three other males, including Torres, when he crashed on Windsor Avenue.

Quiroz and two of his passengers fled the scene, leaving Torres, who had sustained serious injuries in the crash, at the scene, police say.

According to police, multiple witnesses saw Quiroz and two other males flee the scene of the crash, which occurred just before 1 a.m. on September 7.

Officers arrived on the scene, finding Torres, and they attempted to resuscitate him, police say. Torres, according to police, was then transported to Hartford Hospital, where he was pronounced dead.

Quiroz has been charged with negligent homicide with a motor vehicle, evasion of responsibility in operation of a motor vehicle, operating an unregistered motor vehicle, failure to meet minimum state insurance requirements, operating a motor vehicle with a suspended license, improper use of a marker plate and speeding.

Windsor police were not available for further information Friday evening.

Quiroz was released from custody after posting $10,000 bond. He is due to appear in Enfield Superior Court on December 10.

Torres, son of Frank and Wendy (Loucks) Torres, was a senior at Options High School in Hartford. According to his obituary, he was in the process of enlising in the United States Army at the time of his death.
