The MJLU Report - When Should it have been Delivered?

At the BOE 5 p.m. workshop yesterday, Dr. James did not begin presenting the report's findings until just before 6 p.m.  After the Pledge of Allegiance, about five of us spoke our three minutes or less.  Then, BOE member Leonard Lockhart moved that the meeting be postponed, because for a workshop the material to be discussed is provided in advance to give the BOE members time to read it.  But, the MJLU report was not delivered/distributed until about 1 p.m,  Eventually, after discussion by several BOE members, and lengthy comments by Dr. James, the BOE voted 6 - 3 to continue the meeting.  ....................... But at about 10:30 p.m., in closing out the Community Forum, Dr. James confessed that he purposely held back the distribution of the report so the BOE members could hear his presentation first.  My two problems are, one, this confession directly contradicted everything that Dr. Had told the BOE at their meeting, and second, this proved beyond any doubt that Dr. James has no veracity (honesty).  More on veracity in future postings.
