Rules are to be followed

In my opinion, the way the Town, State and Feds have been doing business is more on the line of  “this is how it is always been done or common practice” rather than this is the way it is supposed to be done because the Charter or State/US Constitution dictates. My only guess or reasoning why it has become this way is because too many people have been in positions for way too long. To explain what I mean I will use a simple analogy. If the charter says that in order to have an outlet fixed, replaced or installed you have to fill out form XYZ and then do such in such. That is how it is supposed to be done because it says it in the Charter. No guessing. But over time workers become proficient and efficient and instead of doing all of the paperwork they just make a phone call because they know the person in the maintenance shop. That person comes over fixes, replaces or installs the outlet because they know each other. This way of business has been going on for so long now that everyone working there or is elected to oversee these types of practices take it as Gospel. When they are questioned by the public on it they are genuinely surprised that this isn’t the way it is supposed to be. All of this can be avoided if people would just learn the rules and abide by them. Not trying to by pass them, or bend the meaning or the rule to justify what you need it to say at the time. I just started reading the Town Charter and although I haven’t read too much of it I wouldn’t be surprised if I have read more in just two days than anyone on the Town Council has read or at the Town Hall. Of course it will take me a few times of reading to fully understand and relate it but everyone should read it. I do not believe half of the things that are going on and the way they are happening would ever happen if people would just follow the rules of the Town not follow the trend of “That’s how we have always done it”.
