DECD and Malloy. Where will it end?

In today's Hartford Courant the DECD and Catherine Smith once again do their "due diligence" and throw away more of our money. The article state in May 2012 they awarded. $149,900 to a man to open a burrito shop in Mystic. At the time the guy was a defendant in two foreclosure lawsuits over mortgage debt totaling $728,000. He has closed shop despite the DECD agreement in Sept to defer his repayment for an extra year. Guess this is how Dannel suppers a surplus?  Come on people these guys have to go.
