Power Outage Update: Who Will Get Power First?

Seniors and public services get priority when it comes to where the power is restored first.

While no one would dare give a date for when power will be restored, Town Manager Peter Souza laid out the town's plan for restoration during an emergency town council meeting Monday.

Souza said providing aid to senior citizens will be a priority and accordingly, the first to get power back will be the Windsor Housing Authority and the roughly 112 units it runs under the elderly and disabled program.

Windsor Center will be next because power to the town center will allow municipal departments to fully function and enable business, such as grocery stores, restaurants and banks, to again provide services.

"Third is L.P. Wilson Community Center," Souza said.

The community center is currently acting as a storm shelter for Windsor residents. About 100 residents stayed at the center overnight on Sunday and more than 300 were there during the day on Monday. Providing the shelter with power, Souza said, will safeguard against generator trouble as the days without power continue.

The fourth priority is the Day Hill Road area, including the Department of Public Works, which is operating on a limited generator, Souza said. Power to the Day Hill Road area will get hotels up and running, as well.

Power crews will hopefully be able to provide power to residents throughout other areas of town. Souza said he hopes that power restoration to residential areas will happen in chunks, rather than street by street.

The list of priorities, which includes about 25 roads, has been sent to Connecticut Light & Power, Souza said.

Windsor has been assigned two line crews and one tree crew from CL&P. Those crews will be paired with one crew from the Windsor Public Works.

Windsor officials are in close contact with CL&P, said Souza, noting that a CL&P employee has been assigned to the town and was at Town Hall from 8 a.m. until 5 p.m. on Monday.
