Bloomfield Avenue is closed due to flooding and power lines are hanging low on Palisado Avenue.

Now a tropical storm, Irene's wrath has begun to be felt in Windsor, with Bloomfield Avenue being closed due to flooding, low-hanging power lines on Palisado Avenue and tree damage across town.

As of 10 a.m., the storm shelter had not been opened.
