Traffic lights worked, for the most part, on main roads until the outskirts of town towards Bloomfield, which was reported still be 84 percent without power as of 9 a.m. Friday.

The reason for the progress made in Windsor, according to the emergency operations center staff, is the repair of transmission lines coming into town, allowing the 20 line crews and 10 tree crews to repair individual lines in sections across town.
