According to State Police, a man was struck while working on a disable vehicle just beyond the Bloomfield Avenue exit (exit 37) on I-91 north in Windsor on Thursday at about 9 p.m.
The victim, identified by police as Ronald Ribeiro of Leominster, MA, was struck while tending to a disable Cadillac Eldorado, which was pulled over onto the right shoulder of the interstate when a second vehicle struck both the Cadillac and Ribeiro.
According to police, the driver of the second vehicle, 21-year-old Ramil Malikov, then fled the scene.
Malikov, driving a 2006 Honda Accord, was then stopped and taken into custody by police on the interstate in Enfield.
He was charged with operating an unregistered motor vehicle, the illegal operation of a motor vehicle with a suspended, refused or revoked license or registration, and two counts of failure to appear, according to police.
Ribeiro was transported to Hartford Hospital with a broken leg, and did not sustain life-threatening injuries, police said.
Malikov is due to appear in court again on March 21.
